Goal

Add a herdr-cli skill (mirrors the forgejo-cli plugin layout) documenting
the herdr CLI for an orchestrator Claude session driving multiple agent
panes.

Why

herdr (herdr.dev) is a terminal workspace manager for AI coding agents,
already used locally (see ~/bin/herdr-keepalive.py). No skill existed for
using its CLI to survey, dispatch tasks to, wait on, and message multiple
agent panes from one orchestrator session.

What's in the skill

Targets: pane id vs agent name/label resolution across herdr agent * /
herdr pane * / herdr wait *.
Survey: agent list/get/read/explain.
Dispatch: agent send + pane send-keys enter vs pane run (text-only
vs text+Enter).
Waiting: agent wait, wait agent-status, wait output --match.
Spinning up new agents in isolated worktrees (worktree create +
agent start).
Orchestration recipes: dispatch-to-idle, broadcast nudge, N parallel
workers on separate worktrees.
Footguns: blocked status is overloaded (permission prompt / plan gate /
usage limit / real question -- always inspect before acting), don't press
Enter into a working pane, JSON-only output.
