Adds the release skill (develop -> main PRs) plus a fix on top: the recap
was just a grouped dump of PR titles with no synthesis. Requires a written
## Highlights summary (theme, notable user-facing changes) prepended above
the grouped list before opening the release PR.

Adds a release_notes.py script that walks origin/main..origin/develop,
groups merged PRs by type label, and a SKILL.md that uses it plus
fj_write.py pr-create to open the release PR with the recap as body.

The release recap only had titles/labels grouped by type -- no synthesis
of what the release actually does. Adds a step where the agent reads the
PRs and writes a short prose summary, prepended above the grouped list.
