Summary

Adds a release skill to the forgejo-cli plugin, for repos using a
develop-accumulates / main-is-released branching model.

scripts/release_notes.py -- walks origin/main..origin/develop, pulls the
PR number out of each squash-merge commit subject ((#N)), fetches each
PR's title/author/labels from the REST API, and groups them into a recap
(feat/fix/perf/refactor/docs/test/chore/other). Commits with
no PR reference are flagged in their own section rather than dropped.
SKILL.md -- runs the script, sanity-checks the recap, then opens the
develop -> main PR via forgejo-cli's fj_write.py pr-create with the
recap as the body. Stops there; merging is left to a human.

Test plan

python3 -m py_compile on the new script
--help output sane
Run against a real develop/main repo and confirm the recap + PR look right
