PR titles carried a feat:/fix:/etc conventional-commit prefix duplicating
info that belongs on a label, and the type-derived label was never actually
applied (Step 9 only covered user-named topic labels).

Titles now read WIP: <intent>. The branch-prefix-derived label
(enhancement/bug/docs) is mandatory in the same labeling step. Commit subjects
keep the conventional-commit style.
