Goal

Give the forgejo-cli skill a deterministic way to discover a repo's actual
label names before applying one.

Why

fj's additive -a/-r label flags silently no-op on an unknown label
name, so guessing a label leads to a confusing no-op instead of an error.

Steps

Add --list-labels to fj_read.py, paging /repos/{repo}/labels.
Document it in SKILL.md, pointed at from the pr-label/issue-label section.
